COURT ORDER

Discussion

The latest Court Order establishes the Treasury Department as an interim function of the Constitutional Court and has outlined a Debenture program authorizing a new issue of $300,000.00, #11200 series, of 36 month Debentures. This Court Order simply operates under the authority of Act # 134 passed by the Confederate Congress on May 16, 1861 and a continuation thereof. Along with this authority, the Court has Ordered that appropriations of funds beyond the authority for the voter’s registration drive be approved by the C.S.A. Council. The Court shall remain the authority for issuing additional or other funding programs, but the appropriation of those such additional or other funds shall be approved by the C.S.A.

Procedures

The National Registrar, being the Chief Justice of the Constitutional Court, shall function as the Interim Treasurer for the Treasury Department of the Confederate States of America as he continues to coordinate the "C.S.A. Council", which after State Constitutional Conventions are held, shall develop into a council of the remaining C.S.A. State Registrars sitting along side of C.S.A. State Governors.

IT IS HEREBY ORDERED:

Pursuant to an act of Congress No. 25] AN ACT To Establish the Treasury Department approved February 21, 1861, the Constitutional Court hereby Orders that the National Registrar, Vance J. Beaudreau be also assigned as the Interim Treasurer of the Treasury of the Confederate States of America.

The Constitutional Court further Orders that under the authority of Act # 134 passed by the Confederate Congress on May 16, 1861 and a continuation thereof that a Debenture program authorizing a new issue of $300,000.00, #11200 series, of 36 month Debentures be established by the Treasury Department for sale only to C.S.A. Registered Citizens.

The Constitutional Court further Orders that the National Registrar continue to deposit funds raised from all sources including the voter’s registration fees and to pay out the prescribed reimbursement checks to the various Registrars responsible for signing new Citizens.

The Constitutional Court finally Orders that new appropriations for payment other than such reimbursement checks must be authorized by the C.S.A. Council prior to payment and that the balances in the Treasury bank account be presented to the C.S.A. Council as requested.
